You might have expected more in this, the last chapter of a book of prophesy. Like maybe, a summary of everything. But instead, we see a summary of God's love. For the past 13 chapters, minus #10, we saw God's anger build and build. We saw all the things God SAID He would do to the people because of their great sinning. We saw in the Israelites, our own shortcomings in many ways. But this chapter concentrates on God's love, which overpowers His anger. He forgives. I don't know what caused God to 'change', but it must simply have been His knowledge that people were going to repent and come to Him. We have seen this 'action' over and over again in history, where people sin, then repent, then sin and repent again. Whether it be a whole country (nation) or just an individual. God KNOWS what we are going to do. He knows if we are going to stop our sinful ways or not. In a lot of cases I am sure He is pleased with people, but in others, I am sure he remains, and will remain, angry.
How about YOU? Are you making Him angry, or are you seeing an outpouring of His love? Concentrate on Him. Try exceedingly hard to eliminate certain sins in your life, and see if His love doesn't display itself like it did in this chapter.
